Team Europe’s TVET Sector Support Programme is an EU-funded initiative co-implemented by the British Council and GIZ in Pakistan. The British Council is leading interventions focused on strengthening the quality and relevance of technical and vocational education and training, with a particular emphasis on digital and high-tech skills and improving opportunities for women.
Working with federal and provincial TVET stakeholders, training institutions, academia and the private sector, the programme is supporting the development and delivery of industry-relevant qualifications and strengthening the capacity of trainers, assessors and institutional managers. A key focus is the establishment of Centres of Excellence and their associated spoke institutions in Khyber Pakhtunkhwa, Gilgit-Baltistan and Balochistan, designed to provide high-quality training in emerging digital and technology fields and strengthen links between skills development and industry demand.
The programme aims to equip 2,000 women with market-relevant skills and pathways to employment, apprenticeships, freelancing and entrepreneurship. It is supporting 20 digital and high-tech qualifications across areas including artificial intelligence, cybersecurity, cloud computing, robotics, software and web development, creative technologies and other emerging fields. Alongside training delivery, the programme works with industry to strengthen employer engagement, workplace learning and the responsiveness of TVET provision to changing labour-market needs.
Through this combination of institutional strengthening, industry engagement and direct investment in women's skills, the programme is contributing to a more inclusive, demand-driven and future-ready TVET system in Pakistan.
