This study explores how international test providers and teachers design writing tasks for low-level learners, and how the updated CEFR (Common European Framework of Reference for Languages) descriptors could shape future assessment. 

We wanted to know: 

  1. What current research says about testing low-level writing skills.
  2. The kinds of tasks used around the world – internationally, nationally, and locally – to assess low-level writing. 
  3. How test developers work around the CEFR’s limitations for low-level writing. 
  4. What potential the expected changes to the CEFR offer to adapt assessment practices of low-level writing.
