We are seeking to appoint a single supplier to design and deliver a UK-wide youth consultation to inform the implementation of the Erasmus+ Youth programme following the UK's reassociation to Erasmus+ in 2027.
The supplier will deliver a mixed-methods consultation combining quantitative and qualitative research with young people involved in youth organisations or youth initiatives aged 13–30 across England, Scotland, Wales and Northern Ireland, alongside engagement with youth organisations and key stakeholders.
The consultation will generate evidence and practical recommendations to support the UK National Agency in developing inclusive implementation, outreach, communications and participation approaches.
Requirements
The appointed supplier must demonstrate through its proposal its expertise in youth engagement, inclusive research practice and participatory methodologies. The consultation must include a mixed-methods approach incorporating both quantitative and qualitative research components, as well as a structured validation stage. The supplier will be expected to propose strategies to ensure meaningful reach, including representation from young people with fewer opportunities and from different geographic contexts (urban, rural, coastal and devolved nation contexts).
Outputs and deadlines
The consultation will deliver:
- A comprehensive consultation report including qualitative and quantitative analysis
- Clear recommendations for communication strategy, outreach and inclusion measures
- Evidence-based guidance to inform National Agency implementation planning
- Increased awareness and early engagement with the Erasmus+ Youth programme
- Strengthened relationships with youth organisations and underrepresented communities
- A foundation for ongoing youth participation mechanisms beyond initial mobilisation.
