Across the Philippines, state universities and colleges play a vital role in widening access to higher education and supporting national development. For many students – particularly those from rural and underrepresented communities – these institutions are pathways to opportunity, stability, and social mobility. As higher education becomes increasingly global, ensuring that state universities and colleges can compete, collaborate, and innovate internationally has become an urgent priority.
In this context, the British Council Philippines and the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. have formalised a three-year partnership to strengthen the global competitiveness of state universities and colleges. More than a formal agreement, the collaboration reflects a shared commitment to quality, inclusion, and future readiness.
The Philippines’ Commission on Higher Education has placed global competitiveness at the centre of its reform agenda: improving academic quality, aligning programmes with international standards, addressing skills mismatches, and ensuring that smaller and rural institutions can access global partnerships and recognition. For a young and dynamic population, this is critical. Graduates must be equipped not only with technical knowledge, but with the confidence, language proficiency, research capability, and global outlook required in today’s interconnected world.
As the primary quality assurance body for state universities and colleges, AACCUP is uniquely positioned to shape this transformation. Its accreditation standards influence institutional priorities, programme design, and quality benchmarks across the public higher education sector. Through its partnership with the British Council, AACCUP is taking deliberate steps to align its frameworks more closely with international quality assurance approaches, while ensuring reforms remain grounded in the Philippine context.
A key focus of the collaboration is benchmarking AACCUP’s quality assurance standards against those of the United Kingdom. By comparing its frameworks with established UK approaches to regulation and enhancement, AACCUP will gain valuable insight into global best practice. The aim is not replication, but reflection and adaptation – strengthening credibility and international comparability while preserving national relevance.

English language assessment and support will form another pillar of the collaboration. Proficiency in English enables research publication, international mobility, and cross-border partnerships. Through assessment solutions such as IELTS and Aptis, alongside learning sessions on English language teaching and evaluation, the British Council will support AACCUP members in building sustainable language capacity among staff and students.
Although still in its early stages, the Memorandum of Understanding outlines a clear framework for action. Both parties have committed to reviewing and enhancing quality assurance metrics related to internationalisation and transnational education, developing capacity-building programmes, collaborating on English assessment, and participating in each other’s conferences and workshops. The approach signals long-term systemic engagement rather than isolated interventions.
The impact of this work will unfold over time, but its direction is clear. Stronger accreditation frameworks influence curriculum design, research priorities, and industry engagement. Expanded internationalisation broadens perspectives for students and faculty. Improved English proficiency strengthens access to global networks and postgraduate opportunities. Together, these changes contribute to graduates who are better prepared for an increasingly global workforce.
For the British Council, the partnership reflects its mission to support higher education reform and foster trusted international connections at a systemic level.
