About the project

The project “Kafaat Liljamia - Development of a quality, modern, labour market driven and inclusive VET system in Morocco” is a €2.4m, three year, EU funded project managed by the British Council in partnership with the Spanish International Development Agency (AECID). The project has just completed its inception phase of six months. 

The project supports the reform of the Moroccan VET system by improving the model of regional VET governance so that it ensures the provision of high-quality VET, relevant to the needs of the local labour market, but also inclusive for all groups of society.  The project is being delivered in the Tangier-Tetouan-El Hoceima and Oriental regions. 

The results of its action will contribute to the following specific objectives:

  • An enhanced co-ordination between stakeholders that strengthens the regional (local) system for planning, delivering and reviewing VET
  • An improved access for vulnerable groups to high-quality VET that is relevant to the needs of the labour market

About the role

 

The Regional Working Groups set up within the framework of the Kafaat Liljamia project are expected to make decisions about the adequacy of the regional vocational training systems and the demand for current and future labour. This project aims to support the group and improve the collection, data analysis and data sharing between partners so that they can

  • Identify needs at the regional level, the development of a common agenda on the demand for skills according to the economic and social needs of the region
  • Develop regional mapping, articulating the size, type and location of VET delivery and how this impacts the supply of skills in the region
  • Monitor and evaluate vocational training projects, analysing whether TVET projects are successful in matching skills supply to labour market demand in the region

The consultant will:

  • Attend individual meetings with some local stakeholders or interventions with the Regional Working Groups and review available and missing data.
  • Identify and share regional labour market data collection and analysis (LMI) approaches in other countries (International Benchmark)
  • Plan and facilitate a workshop with partners from both regions in Tangier to define the type of information and analysis needed for TVET planning, monitoring and evaluation and to provide examples of tools and systems that could be used to provide this analysis (international benchmark). 
  • Plan and facilitate a joint workshop with partners from both regions to develop the template for a regional VET evaluation report. 
  • Develop proposals for a regional data collection and analysis mechanisms
  • Finalisation of the TVET Regional Evaluation Report in one of the two regions. The Consultant will be in charge of defining with the partners their respective contributions in order to be able to produce a Regional Report, which they will co-ordinate until completion. Note: This report is not intended to be exhaustive, but would be a first step in understanding what is known and unknown.
  • Produce a methodological report

Note 1: The consultancy is expected to take 45 days depending on the methodology. The consultant will be able to carry out certain remote activities (documentation, benchmarking, writing). However, a minimum of 40% of the time will be in Morocco. 

Note 2: The application of several consultants with complementary profiles would be considered within the limit of the overall day volume.

Qualifications and experience required

  • High-level academic training (minimum Masters level)
  • More than 10 years’ experience in supporting or defining national or regional employment or vocational training policies, preferably at the international level,
  • Experience in setting up data collection and analysis systems for the Employment and/or Vocational Training market across a territory.
  • Experience demonstrated in the methodology of the "Torino Process".
  • Ability to mount and facilitate high-level facilitation workshops.
  • Knowledge of international organisations and/or government agencies and especially those involved in the governance component on vocational training.
  • Communication and writing skills in French would be an advantage
  • Previous work experience in Morocco will be considered an advantage
