About the project
British Council's English for Education Systems (EES) in Middle East and North Africa (MENA) is currently reviewing the breadth and depth of its evidence base in countries within the region.
The overall outcome of this consultancy assignment is to establish a fit for purpose country-specific evidence base that will inform our programming and advocacy work across the MENA region, and provide country-specific insight for the UK sector.
About the role
The research consultant, working remotely, is expected to deliver the following outputs;
Output 1: Review our pilot evidence gathering template and guidance document; ensure that the list of different suggested analyses types (e.g. donor landscape review) is comprehensive: ensure that suggested questions posed within each analysis type (e.g. what is the current focus of bilateral donor organisations) will provide the evidence and insight that we require. (Three input days)
Output 2: Review our existing country-specific research and identify, in relation to the reviewed template, what the significant gaps are in our evidence base. (Three input days)
Output 3: Carry out a desk review and provide the available source documents that will contribute to closing the gaps in our evidence base. (Ten input days; to include Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, OPT, Syria, Tunisia, Yemen)
Output 4: Produce a completed example template for Jordan and the Occupied Palestinian Territory. (Three input days)
Output 5: Produce a list of recommendations for how the template can be generalised to the remaining countries in the region in order to produce an annual country insight report; produce a list of recommendations for how annual primary research exercises can reinforce insight from the secondary research sources, identified in output 2. (Three input days)
The estimated duration is 22 input days in total but to be finalised in consultation with the selected consultant.
Timeline
The start date for the assignment is 20 November, with outputs 1 to 3 completed before 31 December 2020 and outputs 4 and 5 to be completed before 31 March 2021.
Qualifications and experience required
- Postgraduate degree plus five years’ experience in the area of educational research to include relevant published reports
- Proven ability to analyse, interpret and report on complex data
- Effective communication skills with range of stakeholders
- Experience of conducting similar country specific research assignments
