About the project

Tunisia has high youth unemployment and unfilled vacancies, suggesting a skills gap. In partnership with the Tunisian Ministry of Education (MoE) and the British Embassy, Teaching for Success Tunisia aims to tackle this by supporting the MoE’s reform agenda in 1) English, 2) core skills, and 3) teaching methodology. It emphasises continuing professional development (CPD) to facilitate the embedding of good practice and sustainability.

The project intervenes at both practitioner (teacher / teacher educator) and institutional MoE levels to deliver three outcomes: 1) stronger teaching & learning of English and core skills, 2) reduced gender and regional disparities in education, and 3) increased institutional capacity.

The ultimate impact sought by the project is enhanced employability of young Tunisians as one contribution among many to a more successful transition from education to employment.

Curriculum review and updates place greater emphasis on language as communication rather than language as knowledge. Recognition is growing among those responsible for English in the system that a framework can provide more clarity on language ability, coherence between assessment and subject syllabus, and potentially also inform interested employers. This intervention regarding a framework based on the Common European Framework of Reference (CEFR) will run concurrently to two others on 1) assessment and 2) materials and textbooks. Liaison with the respective consultants for these areas will be required.

About the role

The consultant will be expected to work with a group of approximately 20 teacher educators and certain key officials – through a series of face-to-face workshops – to build on their current understanding and develop their skills, knowledge and experience relating to the application of a framework for English at primary and secondary levels. Considerations include (but are not limited to):

  • What techniques for further familiarisation with the CEFR will be useful for these Ministry stakeholders.
  • How a framework for English is situated in the national (and plurilingual) context
  • How understanding of potential benefits of, and requirements for a framework can be fostered among wider stakeholders (teachers, parents, learners)
  • How a framework should inform alignment of assessment, syllabus and coursebook/materials writing, and strengthen realistic progression between the stages/years of school education.
  • What agreed outputs will support the school education system in development and introduction of its framework of reference for English

The teacher educators participating in this initiative will – predominantly but not exclusively – be Inspectors of English. They may be qualified in ELT/applied linguistics and are experienced in a mentor, and trainer role for in-service English teachers. Inspectors also play a key technical role in curriculum and syllabus revision; textbooks; assessment & examination writing.

The number and duration of interventions in Tunisia can be finalised on the basis of needs analysis during an initial workshop with participants but the working assumption is of four visits of one-week duration over a twelve month period, and possibly a study tour to the UK or a third country to illustrate good practice related to framework use.

Qualifications and experience required

  • Post-graduate qualification(s) in education or applied linguistics or English language teaching or other relevant subject.
  • Experience in developing or adapting a language framework which informs language learning, teaching and assessment for a state or large scale school education system and working with those responsible for components of the school system.
  • Proficiency in English and preferably the ability to read reports etc. and converse with stakeholders in French and/or Arabic.
