About the project

In 2017 the British Council launched its first edition of the Future Leaders Connect Programme, with the aim of developing a platform for young leaders to interact and engage in policy making. For the first edition in Mexico, the United Kingdom and the United States were selected to participate, allowing emerging leaders from each of these countries to begin a journey of transformative change through an intensive leadership and policy making training. For the first edition, forty emerging leaders met at the Møller Centre Cambridge where they interacted with experts on policy design and implementation, and also had the opportunity to discuss their policy ideas with “The Elders”. The programme was an incredible opportunity for participants to strengthen their policy making skills, meet other like-minded young people and engage with established global leaders. The British Council in Mexico, the United States and Canada have now organised a second phase of the programme called ‘Policy Incubator’, to support the Future Leaders to transform their policy ideas into reality. The objective of the Policy Incubator is to empower young people to develop and disseminate counter and alternative narratives as a means to participating in the process of influencing public policy in the field of migration. The result of this workshop will be a Social Action Project (SAP) that they will implement throughout the year as part of a team. The Policy Incubator and the Social Action Projects will focus on how we can challenge pervasive and damaging narratives and diffuse tools to influence public policy. Whilst we know that the Future Leaders have a variety of expertise and areas of focus, the conference will use the theme of migration as a way of unpacking how one can challenge narratives and influence public policy more broadly.    

About the role

The role’s main responsibility is to work collaboratively with the participants of the three-day workshop and to engage with them in order to:

  • support emerging leaders in understanding and recognising the role of narratives in public policy and to encourage the application of such knowledge to engage youth in social change
  • provide tools and knowledge on how to develop alternate or counter narratives aimed at young people that strengthen positive, inclusive and constructive ideas about migration
  • emphasise the importance and value of evidence-based decision making in public policy on migration for the countries involved
  • support participants from Mexico, the USA, Canada and the UK to create a communication strategy aimed at challenging existing narratives and diffusing the tools to influence public policy. 

Qualifications and experience required

The facilitator should have the following skills and experience: 

Essential

  • Proven experience in public policy design, implementation and evaluation
  • Understanding of importance of narratives and methodology to develop counter or alternate narratives
  • Background in developing or contributing to social impact projects
  • Ability to facilitate a workshop with a diverse group of people (government officials, NGO representatives, emerging leaders, civil society members, etc) and generate reflections from participants.

Desirable

  • University degree in Public Policy, Political Science, Social Development, International Relations or related area
  • Previous expertise and/or studies around migration
  • Cross-discipline and inter-cultural projects experience.
