About the project

Dakchyata is part of the TVET Practical Partnership programme, the flagship skills development programme of the European Union in Nepal. Dakchyata is being implemented by the British Council under the leadership of Ministry of Education, Science and Technology, in partnership with the Council for Technical Education and Vocational Training (CTEVT). The programme started in 2017, with an implementation period of 48 months.

About the role

The objective of this assignment is to provide technical assistance to CTEVT to support the enhancement of the Nepal TVET quality assurance (QA) system. The reform should aim to improve the credibly and transparency of TVET provision so that it is held in high regard nationally and internationally. 

Major outputs desired as followed

  • A framework for reviewing the key components and effectiveness of the Nepal TVET quality assurance system
  • A report mapping the key components of the Nepal TVET quality assurance system and macro, meso and micro levels, including the identification of any gaps
  • A guide to the key components of the key components of a well-regarded quality assurance system and its different aspects along with examples of international practice in specific aspects of relevant to Nepal
  • Run a two-day workshop with stakeholders to introduce the key components of a well-regarded quality assurance system and its different aspects; consult on the results of the mapping; agree strengths and weaknesses in the current approach; to introduce examples of international approaches in potential areas for development; and agree areas for improvement/development. 
  • Develop a draft quality assurance model
  • A draft strategic development plan for enhancing TVET quality assurance in priority areas agreed by stakeholders

Qualifications and experience required

Essential:

  • Master’s Degree in Education/TVET, specialising in Quality Assurance Systems of Education/TVET with ten years of demonstrated expertise at national and international levels in quality improvement program (QIP)
  • Minimum ten years of relevant professional experience working in TVET/ educational Quality Assurance, Quality Standards of TVET institutions, QIP Progress Audit and Accreditation in education and TVET reform. 
  • Very good knowledge of a wide range of quality assurance systems, tools, indicators  and processes
  • Ability to recommend ways in which quality assurance systems can be made more responsive to employer and labour market needs
  • Ability to recommend a range of quality assurance procedures, systems and tools paying attention to the socio-economic status of the institutions involved
  • Experience in leading organisational change with preference to experience in TVET quality assurance review and revision

Desirable:

  • Strong interpersonal, leadership, and motivational skills - ability to meet deadlines and handle diverse tasks simultaneously 
  • Working experience with senior officials within government and educators
  • Possess excellent planning, coordination and workshop facilitation skills
  • Excellent report writing, presentation and oral communication skills (in English)
