About the programme

The World Bank is working on a programme with the state government of Bihar to improve the effectiveness of primary and secondary school teachers in Bihar. The purpose of the project is to design the strategy for planning and implementation of teacher education programmes. Also to develop the capacity of the State Council of Educational Research and Training (SCERT) an autonomous body of Government of Bihar, and help the development of suitable curriculum and study materials for relevant pre-service and in-service teacher education programmes and courses.

About the role

We are seeking a Team Leader on the ‘Enhancing teacher effectiveness in Bihar’ programme. The team leader will liaise with SCERT to deliver the programme. The main duties are listed below.

  • Serve as the first point of contact for all logical and programme advice on the part of SCERT as well as other project related staff and consultants.
  • Ensure the quality review of materials submitted by the academic team.
  • Liaise with trainers regarding their needs for the training programmes.
  • Provide advice to SCERT on the feedback received during the workshops and suggest appropriate response techniques.
  • Maintain a detailed record of training workshops and prepare synopsis reports to highlight the key achievements and concerns.
  • Present the project progress and deliverables in the review meetings as necessary. 

Key Activities will include (indicative - as Team Leader, s/he will be overall in charge and responsible for ensuring the experts deliver on their tasks):

  1. Building capacity of SCERT as a nodal agency
  2. Building a continuous professional development (CPD) strategy
  3. Review and improvement of the Open and Distance Learning (ODL)
  4. Quality assurance mechanisms for the teacher education
  5. Design and development of online platforms
  6. Monitoring and support mechanisms

 

Timeline

The project is expected to complete by 19 July 2020. Specific timelines for the above-mentioned duties will be agreed in advance. This will be a full-time consultancy.

Qualifications and experience required

Essential

  • A master’s degree in business administration (MBA) or equivalent stream
  • A minimum of 15 years of experience of which minimum five years in education and management / educational quality improvement/teacher education reform.
  • Evidence of delivering high-quality work, as commissioned, to a deadline and without close supervision.
  • Experience in leading development projects

 

Desirable

  • Qualification in English language/education
  • Experience of working with government/state governments 
  • Experience of working in the formal education sector in South Asia
