Role overview
About the Project
Peru has made profound reforms to its education system in recent years. The country has taken part in PISA assessments since the year 2000 and in 2016 placed 64th in the ranking (compared to 70th in the previous OECD PISA assessment), but is still working to address profound needs across the system with regard to infrastructure, school leadership, teaching excellence, and learning results. A new National English Language Policy was launched in 2015, outlining guiding principles to make Peru a bilingual country by the year of its bicentennial (2021) and a new national curriculum is being introduced as of 2017, which explicitly incorporates core skills across subject areas.
To this end, the Ministry of Education has been taking the necessary steps to strengthen teachers’ language skills and pedagogy to be able to deliver more hours of English lessons and extend the coverage of its programme throughout the country. This strengthening process has been organised in different stages and using various strategies in which the British Council has played a key role as a partner to achieve the objectives set out by the ministry. Since 2014, different school models have been created:
- traditional schools with two weekly English language lessons known as JER (“Jornada Escolar Regular” or “Standard School Model”)
- 2,000 schools fitted with technology packs and with five weekly English language lessons known as JEC (“Jornada Escolar Completa” or “Full Day School Model”)
- 22 schools signalled as COAR (Schools for High Achievers) follow international standards.
The British Council and the Ministry of Education have partnered to deliver a three week residential English up-scaling programme for a selected group of teachers from the JEC school model whose level of English is rated at CEFR B1 (the target level for teachers in the JEC model is CEFR B2). Teachers will be brought to Lima from cities in the 24 regions of the country in order to participate in the 150 hour programme with the highest pedagogical and professional standards.

- monitoring, evaluating and reporting participants’ progress in key learning areas.
