About the project
The British Council is preparing for a possible 3-5 year English Language Support Programme (ELSP) project. The aim of this project is to provide technical assistance to the Tunisian Ministry of Education in the reform of the teaching and learning of English in primary and secondary education.
The current project plan is built on 7 key pillars:
(1) a languages in education policy is created that is appropriate to the needs of Tunisia and is providing clear guidance to decision-makers and practitioners
(2) there are sufficient competent and motivated English teachers working in primary, preparatory and secondary schools
(3) inspectors of English, and primary and secondary school English teacher trainers, are providing a range of support services that help English teachers and schools to improve
(4) teachers and students of English have access to a range of high quality pedagogic tools
(5) an assessment system is established that supports English learning and teaching, and enables success to be celebrated
(6) students and teachers have access to good models of English beyond the classroom
(7) experiences through this initiative are documented and shared in support of broader educational reform.
About the role
We are seeking an experienced education consultant to carry out a two week scoping visit for the project, as well as to update the existing project concept note and ELSP project implementation plan according to the feedback and results of the scoping visit, project timeline and funding available.
The consultant will work closely with the Tunisian Ministry of Education and British Council Tunisia.
Qualifications and experience required
Essential
- at least 15 years of professional experience in the relevant English language context of education policy design and planning, including designing action plans for implementing national strategies
- at least ten years of experience in managing technical projects as a team leader, project director, or senior responsible officer
- at least three years of experience in an international co-operation project financed by international donors, including managing budget planning and designing Terms of Reference (ToRs) for short-term assignments
- excellent knowledge of UK educational services and resources
- Master’s degree in a related field
- excellent and effective (verbal and written) communication skills in French
- diplomatic, culturally-sensitive approach to project implementation.
Desirable
- knowledge of national policy reforms related to English-language education in developing/emerging countries
- experience and/or understanding of North Africa, especially Tunisia
- good (verbal and written) communication skills in Arabic.
