Project description
The British Council is conducting a needs analysis in the Indian state of Andhra Pradesh, assessing teachers’ involvement in continuing professional development activities, digital literacy, classroom practice and English language skills. The needs analysis will focus on teachers working in primary and high schools, including schools which have both Telugu and English medium streams. We are seeking a consultant to work remotely, taking responsibility for data analysis and report writing.
Fieldwork by British Council India will gather information on learning and teaching using questionnaires, observations, interviews and focus groups. English levels and views of learners and teachers will also be collected and built into the report. The report will include a concise review of English language in the curriculum, both as a subject in primary (Years 1 – 5) and high schools (Years 6 –10) and as a medium of instruction in high schools; a sample of selected school textbooks will also be reviewed.
In line with state and national initiatives, we will also seek to examine how developments in digital communications (personal and institutional) and ICT resources in schools can be used to further support teacher education. In consultation with the School Education Department, background information on current initiatives for teacher development in Andhra Pradesh involving NGOs and/or international organisations will also be gathered. Tentative dates for the data collection element of the needs analysis are from 22 to 25 January 2018.
Role description
The consultant will be required to:
- agree tools to be used for the needs analysis in collaboration with the British Council India team
- review and analyse data and related texts from Andhra Pradesh and evaluate a sample of curriculum and textbook sources
- review the data collected and collated by British Council
- write the needs analysis report including recommendations, with reference to similar interventions in developing contexts, current body of research evidence, existing capacity, capability and infrastructure coordinating with the British Council team as required
- create slides highlighting key points from the needs analysis
- share written report for feedback.

Qualifications and experience required
Expressions of interest are invited from consultants with the following skills and experience:
- Knowledge of the Indian education system and, preferably, experience of working in India and/or South Asia
- Knowledge and experience of incorporating digital / ICT components into teacher training and learning projects, preferably in state sector and global south
- Proven experience of conducting needs analyses in similar contexts
- Proven experience of analysing data and report writing
- Understanding of the needs of teachers and learners in a developing context at upper-primary and secondary levels.
