Role overview
Project aim
The British Council is seeking a professional in the area of Education in Emergencies (EiE) to shape strategy and redefine our existing work in education in the Middle East and North Africa (MENA) region. This professional is expected to provide technical leadership capacity for developing the Syria Education programme portfolio. This includes bringing together learning and best practice from existing British Council and other organisations’ programmes in Syria and other Fragile and Conflict Affected States. Moreover, this role could provide technical support to our teams in South Asia and UK based on prior agreement with the consultant.
About the project
The British Council conducted a scoping mission in October 2016 to better understand the current education response and main needs of the sector in Syria (mainly at school level), and identify areas where we can contribute and add value based on our extensive experience of quality education programming across the MENA region and other relevant contexts. Based on that, and the subsequent consultations which will be part of this role, we are hoping to develop a pilot programme working in Syria through local partner organisations. The results of the scoping suggested three areas on which the British Council could focus its work:
- Teacher Professional Development
- Coaching and Mentoring Programme aimed at education staff (coordinators and advisors)
- School Leadership and Management Training aimed at managers
While these areas focus on improving pedagogy and the quality of education, they should complement existing interventions provided by other organisations that we may partner with to ensure an approach that aims to overcome some of the main obstacles preventing access to quality education for Syrian Internally Displaced Persons. These enablers include psychosocial support, referral systems, and coordination for education in Syria.
About the role
We are seeking to engage an Associate Consultant for six months initially. The location is flexible, though with a preference for Turkey or Lebanon. The successful candidate will be available for regular travel to the region, mainly Turkey, Lebanon, Iraq and Jordan.
The British Council operates a matrix management system. The post would mainly work with the British Council Syria Directorate who would be involved in the day to day development and implementation of our work, but would ultimately report to the Director Education in the MENA region and work closely with the Senior Schools Advisor in the UK.
The expected number of working days per month is 12 days. There may be scope to increase this including working with other regions and other areas within MENA.
The role will work across all education platform areas but with a particular emphasis on formal and informal school education inside Syria.

Qualifications and experience
Essential
- Masters’ holder in international development, social sciences, education or similar
- Minimum seven years’ work experience in the international development sector, including working on Education in Emergencies
- Experience of successfully designing, monitoring, evaluating and supporting the implementation of educational projects in Fragile and Conflict Affected States
- Experience across basic education (schools)
- Good understanding of humanitarian reform, application of the Inter-agency Network for Education in Emergencies (INEE) Minimum Standards, and cross-cutting approaches (e.g. conflict-sensitive programming, inclusive education)
- Experience of coordination with the education and interagency cluster system
- Experience of utilising excellent writing, editing and presentation skills for the development of proposals, reporting, content and advocacy materials
- Willingness to travel to countries neighbouring Syria
- Fluency in English language
Desired
- Experience in Technical and Vocational Education and Training (TVET) and/or Higher Education
- Specific experience of the international response inside Syria or responding to Syrian refugee crisis in neighbouring countries
- Working knowledge of Arabic
