About the project
During 2019 the rollout of new federal education structures will continue at pace with legislation enacted, major redeployment of staff and shifting institutional roles. Newly empowered local governments need guidance and support from provincial education directorates to embed better quality, gender equitable and socially inclusive education plans, budgets and approaches to tackle constraints faced by adolescent girls: violence in and around schools and unsupportive communities, school heads and teachers. The national education ministry and agencies have relatively robust policies to support girl’s education and discourage violence but are no longer empowered to implement and monitor schools directly. Girls’ scholarship does not support the most at risk of dropping out, local governments need support in using new resources to promote girl education.
Provincial Support to Strengthened Girls Education Response (PSSGER) Nepal aims to create awareness among up to 120 local governments from two of the most marginalized provinces, of the need and importance of gender sensitive education policies. This will focus on embedding positive discipline and complaints referral mechanisms into education plans and budgets.
The project will take an action learning approach, where representatives of local and provincial governments will be invited for a preliminary workshop facilitated by a local gender equality and social inclusion (GESI) expert supported by an international GESI consultant. The first workshop will aim to build awareness on existing policies and practice on gender and education in Nepal and other developing countries and explore ideas and techniques of developing gender sensitive education plans and budgets.
As a post activity, the participants will be encouraged to use their learning to develop or revise their existing plans. Within a period of two months, the same participants will be invited for a follow-up session to discuss progress and/or share best practices. Techniques for developing effective communication campaigns on gender and inclusion will also be shared during this session. Learning from these workshops will be presented at the Women of the World (WOW) Madesh event in November and the Annual Education symposium in January 2020.
About the role
The purpose of the role is to Collect and share international best practices on gender sensitive education sector plan for PSSGER Nepal. This is a Call for EOIs for an international GESI expert to undertake the following:
- Collect international best practices on gender sensitive education sector plan, including desk research from developing countries with federal structures and deliver a session to local government education staff.
- Attend virtual meetings with project team for technical assistance to share the best practices
- Support Team Leader in report writing.
The input period for this assignment will be around 14 Working days between September 2019 to February 2020 includes Nepal field visit of seven days.
Qualifications and experience required
- Post-graduation degree in education/social science or any other relevant subject from a reputed university, preferable specializing in gender education.
- Five years’ experience in providing technical support in developing gender responsive education planning in developing countries outside the home country.
- Experience in training/workshop planning and delivery
