About the project
The overall objective of the Jordan Labour Market Programme – TVET Fund Manager is to support the Government of Jordan with Technical and Vocational Education and Training (TVET) reform, focusing on engaging the private sector as one of the main actors of TVET development and provision in Jordan. This approach will help provide access to high quality TVET with direct links to employment for vulnerable Jordanian youth.
About the role
The British Council is seeking expressions of interest from potential Team Leaders with extensive experience in the areas of TVET, employer engagement and/or fund management. The applicant must have track record and expertise in effectively managing multi-disciplinary, cross-functional teams, working with and successfully influencing partnership working models of wide-ranging stakeholder groups and relationships including private sector, government, donors and technical institutions. The Team Leader will serve as the project’s representative and key point of technical contact for donors and stakeholders, managing a team of international and national key and non-key experts from offices in Jordan. Ideally the candidate will speak both English and Arabic.
All appointments are subject to contracts being awarded to the British Council via competitive tendering exercises and our consultant screening process.
Qualifications and experience required
Interested candidates should have the following qualifications, skills and professional experience:
Essential
- Master’s degree or equivalent, and/or additional professional experience in the relevant field
- Experience as Team Leader or Project Director in an international donor funded technical assistance project in a relevant technical area and ideally within the MENA region, including experience in designing, implementing, monitoring and evaluating donor funded programmes of comparable size and complexity
- Track record of supporting the development of effective employer engagement strategies that include private sector and employment programme development
- Proven track record in developing and maintaining relationships with government officials, private sector, CSOs, donors, international NGOs, and professional institutions and in assisting multi-stakeholder consultations, negotiations and consensus building.
- At least five years of international experience in donor funded projects in the field of TVET managing and contributing to projects based on institutional support and/or public private partnerships. Other relevant areas include providing technical policy advice and facilitation, organisational reform, development and implementation of regulatory frameworks, employer engagement and fund disbursement
- Experience in implementing communication and visibility action plans
- Experience in adaptive programming and Political Economy Analysis
- Excellent interpersonal and communication skills, with a proven ability to work as part of a team
- Excellent writing and analytical skills, combining a high degree of competence in writing technical reports.

- Experience in and/or understanding of the Middle East and North Africa
- Excellent and effective (verbal and written) communication skills in English (essential) and Arabic (desirable).
