The British Council has had a permanent presence in Ethiopia for over 70 years and has been engaged in delivering and managing civil society, governance and accountability programmes in the Horn of Africa on behalf of major bilateral and multilateral donors. 

The British Council is leading a consortium for an anticipated DFID-funded programme to address unsafe irregular migration through and from Ethiopia. This programme will work with and through a range of state and non-state stakeholders and have a substantial element of formative research to inform implementation interventions which are aimed at protecting and improving the situation for the vulnerable, in particular women and children.  

About the role

We are seeking expressions of interest from highly-experienced and dynamic migration professionals for the role of Team Leader for this programme. The Team Leader will be leading the programme management team and be responsible for the overall vision, direction, detailed management and delivery of the programme as well as management of the consortium relationships, coordination of the country project teams, coordination with national and state actors and representing the programme at an institutional level with the Government of Ethiopia and the donor community. This role is for a minimum of 3 years commencing June 2017 and is dependent on the British Council-led consortium successfully securing donor funding. 

Required knowledge and experience

Essential

• Demonstrable technical expertise and experience of working in migration and related issues in the Horn of Africa or similar context

• Significant previous Team Leader / senior programme management experience in complex and dynamic international development programmes

• Excellent knowledge of donor rules and regulations particularly fiduciary requirements from DFID, USAID and EU in Sub-Saharan Africa as well as significant donor-liaison skills

• An advanced University degree in Law, human rights, political or social sciences, or any other relevant discipline

• At least ten years professional and technical experience in the relevant field in fragile and / or conflict affected states

• Sound knowledge and working experience in Horn of Africa / Sub Saharan-Africa or similar context

• Fluency and report writing skills in English

• Good organisational, human resource and financial management skills as well as experience in managing international and national staff from diverse cultural backgrounds

• Ability to work strategically using own initiative as a leader of a highly specialist team and provide overall direction to meet programme deliverables

• Ability to influence key stakeholders and build and maintain effective working relationships with a range of stakeholders and partners.

Desirable

• Experience and familiarity with Monitoring & Evaluation tools and of ensuring quality delivery of reports, their timely submission and research experience

• Strong analytical skills using political economy analysis and formative research to inform programme delivery 

• Good networks in the sector / country to ensure immediate operational ability

• Working knowledge of Amharic or other language in the Horn of Africa region.
