About the project

The British Council In-Service Teacher Development Project (ISTEP) Sudan is one component of the wider Education Quality Improvement Project (EQUIP) Sudan, funded by the European Union Trust Fund (EUTF). EQUIP seeks to address the root causes of irregular migration by strengthening resilience, tackling exclusion and preventing radicalisation through strengthening basic education services, improving quality in the classroom, and increasing the capacity and capability of education systems in the seven states in Sudan hosting displaced persons and migrants, as well as at federal levels.  

The specific objective of the programme is to increase access to quality basic education and to enable basic education school teachers to support students to play an active role in the global economy. Access and retention rates in targeted schools will be used to measure the overall effectiveness of the programme. 

The British Council will work alongside four other implementing partners to contribute to the achievement of these objectives. The result area for ISTEP is ‘curriculum development and teacher training will be improved through higher quality provision of in-service teacher education’. The project will focus on in-service teacher development for 6,500 basic school teachers of the new Science, Maths and English curricula in seven states of Sudan, improving teachers’ subject knowledge and their ability to use appropriate methodology in their classes.  

The ISTEP programme aims to achieve the following outputs:

  • the establishment of an appropriate in-service continuing professional development framework within which basic school teachers are trained to an accepted and agreed benchmark level of competence
  • increased capacity of the federal and state Ministries of Education to enable them to efficiently administer and monitor in-service training
  • a cadre of 185 qualified trainers across the seven states
  • 6,500 basic school teachers of English, Maths and Science, qualified to teach the new curriculum across the seven states
  • increased capacity of 185 inspectors and supervisors to independently run and manage the training in the seven states.

About the role

This call is for three separate consultancies, one for each of English, Maths and Science. The curriculum for all three subjects has recently been revised and whilst this is a positive move towards a more appropriate teaching methodology for basic school students, there are significant issues for teachers. Many teachers had previously been trained as generalists and not subject specific teachers, leaving a large skills gap across these three subjects. 

The ideal candidates (individuals or companies) will be experienced teacher education materials developers with significant experience of designing materials for teachers working in low-resource contexts. They will be required to support the ISTEP project by creating and/or adapting contextually appropriate face-to-face and self-access training materials to help teachers to use appropriate child-centered teaching pedagogy and when applicable, improve their own subject knowledge.  

Consultant outputs 

  • creation of a subject specific framework of competencies for teachers, based on needs analysis and baseline data
  • feed into the design of the M&E framework to ensure subject knowledge and pedagogical tools are appropriate and in line with the content of the training
  • creation of face-to-face training materials for three phases of teacher training for the ISTEP programme, including participant workbooks for teachers and supervisors, trainer notes, and train the trainer courses
  • overseeing the contextualisation / adaptation of existing self-access subject specific materials for teachers, ensuring crossover and induction to be included in the face-to-face programme.  

Timeframe 

This is a long term consultancy and we are looking for consultants who will commit to working on this over a three year period for approximately: 

  • Year one – 30 days 
  • Year two – 15 days 
  • Year three – 15 days.

We would also like the consultant to spend five days in Khartoum at the start of the project. 

Experience and qualifications 

Essential 

  • Postgraduate degree (Master’s degree in education, social sciences or related field)
  • Significant background in teaching, training, and training materials development
  • Significant experience of the primary education sector 
  • Knowledge of Sudanese or similar education system context
  • Extensive experience of developing subject specific in-service teacher training for teachers in similar low-resource contexts
  • Comprehensive understanding of research and literature related to teaching of English, Maths or Science at basic school level
  • Fluent spoken and written standard Arabic language skills (Maths and Science consultants only as the Maths and Science curricula are entirely in Arabic).

Desirable

  • Subject specific postgraduate degree
  • Experience of delivering training and/or creating training materials for Sudan
  • Knowledge of spoken and written Arabic (English consultant only).
