About the project
The Teachers Online Professional Development Initiative is a pilot project aiming to identify the extent to which teachers working in the government sector in India are positioned to access and utilise online development opportunities. In the first phase of the project we have offered funded scholarships for our myEnglish online course to 1000 government school teachers across the country. This is a six week course aiming to develop the teachers’ English language skills, introduce them to this mode of professional development, demonstrate effective online teaching and learning practices, provide evidence of what works and doesn’t work in implementing this type of project and inform future work for ourselves, our partners and the wider UK and India education sectors.
About the role
We are seeking a consultant to evaluate the project by conducting the following activities:
- review the approach(es) taken by project teams to promote the opportunity and draw conclusions on best practices / most favourable conditions, as determined by opportunity take up
- review the monitoring and evaluation plan developed for this project and make recommendations for tools and processes to be implemented in future similar projects
- collect relevant evidence data from key stakeholders (internal and external) via an online survey and online-mediated focus groups and/or interviews in terms of their satisfaction, ability to access the platform and content and perceptions of this mode of learning
- review the course analytics provided via the online platform and internal team, with recommendations for identifying further sources of evidence for future projects
- explore the extent to which stated learning outcomes and programme objectives have been achieved, using the quantitative and qualitative data described above
- make recommendations for adaptations to the model for future projects, including support to enable longer term impact from teachers’ involvement in the project.
Outputs
- comprehensive report for British Council stakeholders to be used internally only
- comprehensive report for external and internal stakeholders which will be published by the British Council and also submitted to state government partners.
Both reports are to be submitted using an agreed British Council report template, professionally written, edited, formatted and proofread – ready for design and publication.
Timeline
We anticipate that the project will involve a total of nine consultancy days, to be completed by 31 March 2018. This will include:
- four working days on research, monitoring and evaluation (M&E), obtaining data and insight on the project
- four working days on writing and editing the reports.
We expect to pay a fee of £300 / day for this work – a total of £2400.
Qualifications and experience required
Essential
- At least five years’ experience of project evaluation experience including evaluation of education projects involving the use of online learning
- Experience of analysing online course analytics, surveys, focus groups and interview data and producing high quality reports
- Experience of working on English language teacher education projects within state educational systems.
Desirable
- Experience of working on English language teacher education projects in India and/or the South Asia region
- A postgraduate degree in education, English language teaching / teacher development, applied linguistics with an educational focus or equivalent.
