ABOUT THE PROJECT

The British Council is seeking UK-qualified education experts with experience of working on basic education programmes to support a Foreign and Commonwealth Office (FCO) funded project in Algeria. 

The project will work with the Ministry of National Education in Algeria to develop capacity at education ministry, inspectorate and school level around pedagogy, school leadership, and quality assurance. 

The project will build on the outcomes of a British Council-managed pilot project which took place from October 2016 to March 2017. During the pilot phase a core group of school pedagogical inspectors from primary, middle and secondary schools worked with UK-qualified education experts to co-create a Continuous Professional Development (CPD) framework and set of training standards for new teachers in Algeria. Under the pilot, 120 inspectors produced training modules aligned with the framework which will be used by inspectors to develop the professional skills of new teachers. 

Since the end of the pilot phase, the original 120 inspectors have begun to refine and cascade the training content to thousands of new teachers in Algeria. However, they require further support to consolidate the new skills they have learned and ensure that the cascade is effective.

As a guide, around 80 days are available for a team of four trainers until the end of March 2018. 

ABOUT THE ROLE

The supplier is required to provide additional training and support to the 120 inspectors trained under the pilot phase of the project, as they refine and roll out the new approach to inspectors and teachers across Algeria.

Initial needs analysis meetings with key Ministry of National Education officials will take place in October. We anticipate training/support to begin by the end of October at the earliest, and to be completed before the end of March 2018. As ministry requirements and timetabling can sometimes change at short notice, we also require the supplier to be as flexible as possible.

The supplier should be who will be expected to work in close collaboration with the Algerian Ministry of National Education and the British Council, and should be able to deliver the following 

  • Conduct a needs analysis, taking into consideration outcomes of the first phase of the project 
  • Design and develop additional training and follow-up support to inspectors  
  • Deliver and evaluate training and support to Algerian school inspectors.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Interested organisations should have a team of experts with the following qualifications, skills and professional experience.

Essential

  • Master’s degree in a related field and/or more than five years’ experience of designing, delivering, and evaluating school-based CPD interventions to improve pedagogy in North Africa, the Middle East or similar 
  • Experience of supporting international development programmes, with a focus on reform in school education systems
  • Stakeholder relationship management skills, including evidence of leading work with government ministries in developing or emerging countries 
  • Diplomatic, culturally-sensitive approach and ability to represent the British Council in a professional manner
  • Excellent interpersonal and communication skills
  • Excellent writing and analytical skills combined with a high degree of competence in report writing 
  • Sufficient resources with the right skills and abilities reliably available to travel to Algeria within the specified timescale
  • Experience of working directly with ministries of education in North Africa, the Middle East or similar contexts Ability to deliver training in Arabic or French or to work confidently through interpreters. 

Desirable

  • Experience in and/or understanding of the Middle East and North Africa, with proven knowledge of the challenges facing the education system in Algeria an advantage
  • Excellent and effective (verbal and written) communication skills in French and/or Arabic
  • Ofsted or similar background.
