We are seeking both full-time and short-term experts for Component I of the DfID Skills for Employability Programme in Nepal.

About the project

Skills for Employability Programme (SEP) is a four year programme aiming to support effective and productive vocational skills systems and to create national employment for young people through supply and demand focused interventions, including innovative skills provision, and support to migrant workers. The programme will adopt a market-based approach and be driven by innovation, evidence and value for money. The first phase (two years) will be piloting new ideas to determine the most cost effective interventions and the second phase (two years) will scale these up.

About the roles

The technical experts will be responsible for various thematic areas under Component I of the DFID SEP - Skills Systems Strengthening and Innovation and Delivery Component.

Main outcomes of the component include: 

(i) strengthening Public Financial Management for the Council of Technical Educational and Vocational Training and the government’s planned Training and Vocational Education Training (TVET) Fund 

(ii) in-depth skills surveys in growth sectors

(iii) in-depth analysis of market and government failures with recommendations and activities to implement solutions 

(iv) piloting and scaling up cost effective models for training and cost sharing with private sector (Skills Innovation Challenge Fund to Private and Public Sector). 

All appointments are subject to the contract being awarded to the consortium via a competitive tendering exercise.

Qualifications and experience required

A.Full Time Experts 

The full time experts will be based in Kathmandu, Nepal from late 2017 until 2021.

General requirements for each position are as follows:

  1. relevant university degree
  2. at least 10 years’ experience in respective field 
  3. recent experience in relevant projects in South Asia, preferably in Nepal. 
Position Specific Requirements
Skills Component Lead

- Experience of leading a skills project or leading a major component of a skills project.

- Experience in supporting private sector development and market systems development.

- Experience in providing technical assistance to governments for strengthening skills systems including on TVET financing and training models.  

- Experience in skills market analysis.

- Experience in skills incubation challenge fund. 

Skills Development Specialist

- Experience in designing, implementing and evaluating skills development models involving public and private sector.

- Experience in skills surveys including specific skills gap analysis.

- Experience in skills development and employment in one or more of the following sectors – light manufacturing, tourism, ICT, commercial agriculture and/or hydropower. 

- Experience in analysis of market failures in skills development and based on its findings, designing skills development programmes and reform initiatives.

- Experience in pre-employment and post-employment training models and targeted models to reach disadvantaged groups. 

Private Sector Advisor / Sector Specialist

- Experience in private sector development in skills systems.

- Experience in skills development and employment in one or more of the following sectors – light manufacturing, tourism, ICT, commercial agriculture and/or hydropower. 

Skills Challenge Fund Expert

- Experience in designing and managing skills incubation challenge fund for private and public sector.

- Experience in testing and scaling up innovative skills development models including cost effective training models and cost sharing models with private sector. 

TVET Financing / PFM Expert

- Experience in investment in and funding mechanisms of national skills development programmes including pool funding approaches.

- Experience in developing and implementing financial management improvement plans for public sector organisations, preferably in TVET sector. 

B.Short Term Experts 

The Short Term Experts will have intermittent inputs between late 2017 until 2021.

General requirements for each position are as follows:

  1. relevant university degree
  2. at least 10 years’ experience in respective field 
  3. recent experience in relevant projects in South Asia, preferably in Nepal.
Position Specific Requirements
TVET Standards and Curriculum Expert

- Experience in Occupational Skills Standards. 

- Experience in market oriented skills training curriculum development. 

Skills Assessment and Certification

- Experience in skills assessment (including Recognition for Prior Learning).

- Experience in qualification and certification systems. 

Sector Experts - Experience in skills development and employment in one or more of the following sectors – light manufacturing, tourism, ICT, commercial agriculture and/or hydropower.
Skills Survey Expert - Experience in labour market analysis, skills trend analysis, skills gap analysis, and assessment of skills market failures.
