About the project

Our work in English for Education Systems (EES) supports overseas governments and non-governmental actors seeking to improve the quality of English teaching, learning and assessment in their countries and contexts.

To support EES’ work and the development, promotion and provision of evidence-based solutions for equitable access to English language development we are undertaking the following initiatives under a new project – Widening Participation in English – focused on:

Gender equality: Assessment of the feasibility of expanding the English and Digital for Girls’ Education (EDGE) programme in South Asia to other regions (Americas, East Asia, Sub-Saharan Africa). 

Resources: Development of audio resources for primary and secondary learners in low resource contexts.

Digital and educational technology: Development of platforms and resources (e.g. digital innovations) that are more inclusive of target audiences regionally and respond to the needs of marginalized or hard-to-reach groups. 

Research, insight: Initiatives (e.g. research awards) to strengthen our existing evidence base and to better understand the impact of Covid 19 on teachers and learners, particularly those with little/no digital infrastructure

Monitoring, evaluation and learning: Initiatives to strengthen monitoring, evaluation and learning across our projects and programmes to enable us to respond quickly, effectively and efficiently to change 

This Call for Consultants relates to reviewing our teacher development framework, teacher educator community of practice and providing guidance for project design in remote delivery.

About the roles

1. Continuing Professional Development Framework for Teacher Educators

The purpose of this consultancy is to:

  • conduct a review of the framework with the goal of producing an updated, revised edition, with additional professional practices on teacher educators’ online skills; working remotely and inclusive practices for teacher educators.
  • review the self-assessment tool Teacher Educator Reflection Questionnaire (TERQ) and make recommendations for changes to the current format in line with the revised framework and feedback from stakeholders  
  • provide guides for different audiences – teachers going into teacher education, teacher educators supporting teachers who are teaching remotely, teacher educators responding to a crisis, and teacher educators in low resource contexts.

2. Guidance for project design in remote delivery

We deliver our work through a variety of channels, from face-to-face, to digital, to broadcast, providing professional development opportunities and resources for English teachers. The purpose of this project is to produce a framework to support decision-making on how to choose and combine these delivery channels for British Council EES teams and other organisations working in Official Development Assistance (ODA) contexts, and to provide insight into the realities facing teachers in a variety of contexts, both in terms of how they access professional development and the resources and delivery channels they use with their students. We require a consultant experienced in large scale teacher development project internationally to develop the following:

A guidance document including:

  • A summary report based on a review of evidence for the variety of channels teachers access for professional development opportunities across ODA, the channels teachers themselves use to teach their students other than face-to-face, teachers and students who may be excluded by existing channels, and a market analysis of innovation in remote delivery in education 
  • A framework to support context analysis and project design
  • Worked examples across five ODA countries including examples of teacher needs for accessing professional development opportunities; and teacher needs for supporting their own students remotely.

3. Evaluation of the Community of Practice for Teacher Educators

The purpose of this consultancy is to evaluate the validity and impact of the community for our members - particularly in the current Covid climate.  The consultancy will provide insight into our target audiences and their professional needs; gather data on our member profile;  provide innovative solutions to the challenges they face; make recommendations on how to make the community more relevant and more engaging; and establish what changes need to be made.   Another area for exploration is how the community is integrated into work by the British Council at country level, particularly in ODA eligible countries.
