About the project

The British Council is working with the European Commission to deliver a three year project to enhance the availability of qualified human resources based on the demand of the labour market in order to effectively contribute to the socioeconomic development of Libya.

The purpose of this contract is to improve capacity to provide quality TVET in Libya, where quality comprises both the excellence of the content and the relevance of the education and training to the demands in the labour market.  This will be achieved through building experience on the basis of local pilot actions relevant to the development of a long-term global strategy and national measures for the reform of the TVET system.

The specific results of the project are:

  • Better re-integration of unemployed in the labour market
  • The quality and relevance of training provision is enhanced in a selected number of TVET schools to meet the social and economic needs of the community in terms of qualifications
  • Strengthened capacity of intermediary bodies 
  • Reinforced capacity of the main stakeholders representing the demand side such as employers’ organisations, syndicates and others to play an active role in the modernisation of the TVET system

The contract was suspended through force majeure in October 2014 due to the worsening security situation in Libya.  The British Council and the EC have now agreed to resume the programme effective from 1st July 2018 as the situation in Libya has improved sufficiently although it is recognised the context remains challenging. The post needs to be close to the EU delegation for Libya which is based in Tunis. We expect this post will work closely with at least one Libyan expert who will spend a lot of time in Tunis.  

About the role

The role's purpose will be to undertake a review of the project to become conversant in the background and to identify how British Council can build on the achievements to date and how we can implement the project going forward.

Develop a project delivery model that should focus on short term needs and pilot activities that will lead to quality enhancement in training provision in a number of selected TVET schools.  The delivery model will establish how to work with Libyan stakeholders including government counterparts

Undertake a situational analysis, of British Council’s potential to deliver including producing an indicative list of project sites for delivery that balances need, geography and feasibility to deliver

Build Relationships directly with key stakeholders to ensure Libyan ownership

Produce a results-oriented Inception Report for the implementation phase of the project

Qualifications and experience required 

Essential

  • Master’s degree (or equivalent) in education, economics, human resource development, or a related field and/or additional professional experience in the relevant field
  • An applied knowledge of key areas of TVET reform e.g. occupational standards development; curriculum development; quality assurance systems etc;
  • Ability to self-direct in an isolated context and direct / remotely manage the work of a field-based consultant;
  • Ability to provide sound methodological and technical advice and guidance;
  • Ability to analyse political contexts, interact, negotiate, and cooperate effectively with MoE and other stakeholders at national and international level;
  • Ability to plan, analyse data and design studies; to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing; 
  • Excellent communication and computer skills; 
  • Fluency in written and spoken English

Desirable

  • 10+ years' experience providing an advisory function on TVET reform in international contexts, preferably in fragile or conflict affected states
  • Experience of scoping projects at a national level and advising on content of potential work based on findings
  • Experience of producing results focussed recommendations in report form 
  • Experience of building networks and partnerships through effective communications with key stakeholders
  • Experience of facilitating focus groups / workshops in highly sensitive settings
