The Ministry of Labour, Invalids and Social Affairs (MOLISA) co-ordinates the training provision for all businesses, and sets standardised procedures and criteria. Within MOLISA, the General Department of Vocational Training (GDVT) focuses on vocational training. At college level, central ministries and organisations manage almost half (48%) of the institutions. At intermediate level, central government directly manages about a quarter (26%) of the institutions. At primary level, the central level directly manages only 5% of institutions, with local government handling 95%.
A wide range of organisations run public training institutions, including:
Provincial People’s Committees own some public vocational training institutions and are responsible for developing and implementing programmes and plans for vocational training in their provinces, and allocating state budgets to public VET institutions.

Central agencies who own public vocational training institutions are responsible for developing and implementing programmes and plans for vocational training within their sectors in accordance with national strategies, programmes and plans on vocational training development. They also work together with MOLISA and other related agencies to develop framework curricula at diploma and intermediate levels and national skill standards for occupations under their sector management mandate. They also have the right to establish, merge, split, terminate and dissolve their own public VSSs and VTCs. They are responsible for managing their own public vocational training institutions in terms of organisation, staffing, finance, assets and facilities, including appointment, reappointment, and dismissal of principals/directors of public vocational training institutions.
Other associations are also involved in vocational training, providing career guidance services or advocacy programmes to their members. They include the Vietnam Farmers’ Association, Vietnam Occupational Villages Association, Vietnam Women’s Union, and the Vietnam Labour Federation.
