Important work is taking place with ETF, Morocco, Syria and Jordan to implement a national qualifications framework in Tunisia.  The Directrice General de Normalisation et Evaluation at the Ministry of Education and Training visited Scotland (SQA) with ETF in October 2008.

They have developed a framework with seven levels.  Normes Nationales de Formation (NNF or National Training Standards) have been set for 45 specialities (occupations).  These lay out the competences, knowledge and behaviour needed. On this basis, programmes are developed where one competence = one module.

The national training standards have been defined against a certain level of the framework. The notion of moving towards credits for modules/units of study, as is being developed in the UK, could be difficult as the certificates/qualifications are relevant to a particular job rather than acting as a more generic qualification.

The name for the framework has been agreed as 'Cadre National de Qualifications' (CNQ or National Qualifications Framework). The word ‘qualification’ has been chosen over ‘certification’, as it speaks directly to employers and industry.
