Several different government bodies manage, implement and co-ordinate the government’s Vocational Education and Training (VET) plans. The large number of organisations involved causes a degree of overlap in the system.

The key bodies are:

The Ministry of Education
The Ministry of Higher Education
The Ministry of Labour and Social Affairs
The Ministry of Industry
The Federation of Syrian Chambers of Industry
The Federation of Syrian Chambers of Commerce
The Federation of Chambers of Tourism
Strategy Highlighting And Building Abilities for Business (SHABAB)
The Syrian Enterprise Business Centre
Ministry of Communications and Technology

The contributions of these organisations to VET policy and practice vary. Governmental ministries monitor non-governmental bodies operating in the field and also set targets and major policies. The ministries are increasingly involving other stakeholders in this process in order to create a more inclusive approach.
