The Ministry of Education develops curricula for vocational education and training in Syria, in co-operation with other stakeholders. This takes place through a governmental committee that includes members from various governmental institutions, chambers of commerce and some private sector representatives.

More weight is currently being given to employers’ needs in the process of developing curricula, which has resulted in improvements in recent years, including the establishment of new specialisms and subject areas.

However, there are still some major elements missing in the process. In order to develop curricula that fit the needs of industry, the system needs to be more flexible and to involve the private sector more thoroughly in the design and delivery process.
