Education is governed at a federal as well as a provincial level and also involves private bodies.
The Government of Pakistan established NAVTEC in 2006 in order to improve technical and vocational skills, and thereby develop the national economy. NAVTEC reports directly to the Prime Minister’s office.
The Commission facilitates, regulates and provides policy direction for technical education and vocational training to meet national and international demands for skilled manpower. NAVTEC reviews and devises policy, evolves TVET strategy and prepares training programmes with a focus on technical education and training.
Other responsibilities include curriculum development, standardisation of technical education, training trainers, national accreditation of private polytechnics and institutes, and developing strong links with industrial end users in conjunction with the provincial governing counterpart Technical Education and Vocational Training Authorities, TEVTAs (see below).
The Ministry oversees the National Training Board, which co-ordinates provincial boards, assesses existing and future training needs, develops training syllabuses and specifies national training standards and trade tests. It has also established five Skill Development Councils (SDCs) in Islamabad, Karachi, Lahore, Peshawar and Quetta. The SDCs assess the training needs of their geographical areas, prioritise them on the basis of market demand and facilitate training of workers through provision in the public and private sectors.
Through its Directorates of Technical Education, the Federal Ministry of Education runs colleges of technology, polytechnics, mono-technics and commerce colleges offering vocational and commercial training.
Provincial TVET Management and Bodies
In Punjab, Sindh and Balochistan, Technical Education and Vocational Training Authorities (TEVTAs) are responsible for TVET.
TEVTAs
TEVTAs are fully autonomous bodies set up in each province and headed by professional technologists and engineers, backed by representatives from industry, government and academia. Their main tasks are to ensure that chartered institutions uphold NAVTECs quality and training standards. There are currently TEVTAs in Punjab, Sindh and Balochistan provinces. Khyber Pakhtunkhwa (Formerly NWFP) has yet to develop a TEVTA.
