One of the National Vocational and Technical Education Commission's (NAVTEC) key initiatives has been to develop Industry Advisory Groups (IAGs) with the support of the British Council. These are similar to UK Sector Skills Council bodies, which aim to engage employers and develop national occupational standards.

In 2009, IAGs were formed in the construction, hospitality and tourism, and textile sectors. There is now a national qualification framework for 23 trades in these sectors. This was developed through training in the UK followed by a series of industry consultation workshops in Karachi, Lahore, Islamabad and Multan in April - October 2009.
After formal approval and validation of these competency standards by Technical Vocational Education and Training authorities, the IAGs will work with the college partnership link co-ordinators to transform the competency standards into curricula. NAVTEC/Technical Education and Vocational Training Authority (TEVTA) will discuss these curricula, then pilot them in the college partnerships.
An assessment of teacher training needs will be carried out at the same time, and training will be delivered before the curriculum is piloted.
