Employer engagement

In the mid 2000’s Oman established 14 Sector Committees comprising key employers from the different employment sectors. The structure, composition and role of these committees are currently under review.

The Government Sector Technical Colleges and Vocational Training Centres engage with employers through the inclusion of an ‘on the job’ (OTJ) training element in the curriculum.

Private training institutes are more closely engaged with employers.  In order to gain public funding for the training, the provider and employer collaborate to:

Identify the employers training needs
Develop a specific curriculum (or use an established one)
Gain approval for the curriculum from MOM
Advertises the training opportunities
Interview potential trainees which results in the employer engaging the trainee and the training provider registering the trainee on the course

Occupational Standards

The MOM has established an Occupational Standards and Testing Centre (OSTC). The centre has developed 60 Standards (comprising 8 – 12 processes each). These Standards cover 80% of semi-skilled and skilled jobs in the private sector and were developed in consultation with major employers in the Sultanate.  

The purpose of these standards is to form the basis of curriculum design and assessment.  It is planned for the curricula to be introduced initially into the Vocational Training Centres.
