The Council for Technical Education and Vocational Training (CTEVT) is the policy formulation and coordination body for Technical Education and Vocational Training (TEVT) programs in Nepal. It works with agencies such as the Federation of Nepalese Chambers of Commerce & Industry (FNCCI), NGOs, and local organisations. CTEVT currently offers technical education through trade schools and ‘Annex Programmes’, which offer Vocational Education and Training courses to unemployed young people and school drop-outs through 15 secondary schools.
In the last 15 years, the CTEVT has established 17 training institutions with the cooperation of various TEVT development partners. These institutions provide training in areas such as agriculture, construction, health, mechanics, electrical trades, tourism and sanitation. The institutions include the Training Institute for Technical Instruction (TITI), two rural training centres, a Polytechnic and 12 technical schools.
In addition, 173 private training centres are affiliated with CTEVT and have the right to run Technical School Leaving Certificate programmes. Of these, only 114 are running. Similarly, 32 private training institutes are affiliated with CTEVT to run diploma programmes. The total enrolment capacity of these institutes is about 12,000. private institutes mainly offer training programmes in agriculture, engineering, health, electronics and food technology.
The numbers of privately managed technical and vocational training centres are on the rise. The FNCCI is also operating some trade schools in collaboration with the CTEVT under the aegis of the Ministry of Education. These initiatives show significant partnership potential, and are helping to open up new job opportunities for young Nepalese people.
Training courses can be broadly categorised into three types: short-term training courses, the Technical School Leaving Certificate (TSLC) and diploma level programmes.
The National Skill Testing Board (NSTB) is attached to the CTEVT. It has developed occupational skill standards in 153 different occupations, and 13,060 crafts persons are already certified.
Nepal is looking to TVET as one way of alleviating poverty and addressing the social exclusion problems which have resulted from the insurgencies. For example, GTZ is setting up a project which aims to help businesses to employ ex-Maoist soldiers. The Swiss Development Co-operation (SDC) was the first organisation to invest in TVET in Nepal and is the largest player in the sector.
CTEVT is an autonomous agency within the Ministry of Education, based at Sanothimi, Bhaktapur.
