Throughout Morocco, a series of ‘Irchad Attalib’ centres provide information about education, scholarships and careers.

The national charter of education and training defines scholar and vocational guidance as an integral part of the training and education process, which will allow accompanying and facilitating vocational maturity and educative and professional choices of learners, as well as their reorientation, as required, starting from the second year of secondary school to higher education.

On this basis, the ministry prepared, in 2005, a development plan of educative orientation. This plan defines, with ambition, the areas to be improved in this filed, especially concerning the structures, the procedures, the training of officers in charge of orientation, and the services, etc.

With a view to reviving the reform launched by the national education and training charter, an emergency program was set up, devoting an entire project (E3P7) to guidance, in an attempt to answer the transversal problems related to guidance.

This project is made of four measures, which are under the responsibility of the secondary school department:

Putting information at the disposal of learners: Creating a national agency of information and guidance/ creating regional and local centres of information and aid to orientation/creating a national portal of information and guidance/ preparing and diffusing different information resources/ organizing teaching information events starting from the 1st year of secondary school/ organizing visits to teaching and training institutions for the benefit of students.
Developing active guidance: Setting up an adequate procedure/ designing regional academies -universities interfaces/ creation of universities-job world interfaces /generalizing the student's personal project as soon as the 1st year of secondary school/ integrating the 'career choice education' component on the stimulating activities / integrating the 'guidance approach' in all the programs, projects, and activities of the schools.
Mobilizing stakeholders for guidance : Training all teachers and pedagogical administration officers of secondary teaching/ setting up the principle of 'professor-tutor' / involving students' parents and professionals in the guidance effort/ organizing career forums with the participation of professionals/ organising presentations on careers in schools, presented by students' parents and professionals.
Strengthening human means of guidance: recruiting and training new counsellors in the field of guidance/ continued training of all guidance officers holding office/ creation of areas dedicated to information and the aid to guidance in all secondary teaching schools/ improving work conditions/ providing guidance officers with the means necessary to perform their tasks (reference documents, notes and guides, service vehicles, relocation entitlements.)

Four Priorities Include

Integrating the notion of guidance in the curricula
Setting up the guidance approach in all the schools' activities
Involving teachers, students' parents, and professionals in the effort of aid to youth guidance
Developing tools in order to accompany personal projects and modules of career-choice education.
