Skills around the World: Libya

International qualifications are highly valued and are seen as a marketing tool to attract more students. Most of the oil and petroleum institutes run City and Guilds Parts 1 & 2, with Part 3 being carried out in the UK because of a lack of facilities and know-how within local institutions.

Many institutes also offer BTECs and HNC/D and are interested in expanding their offer. In the banking sector the Central Bank would like to offer UCLES BECs (Business English Certificates), but it is not an UCLES centre. Professional examinations are also needed. All employees who take English language qualifications take UCLES examinations, with PET (Preliminary English Test) being the minimum requirement for staff attending courses in the UK.

Organisations are not satisfied with their pass rates, but still have not really got to grips with KET (Key English Test), which they should be offering instead of PET.  Further, they are finding that PET is not sufficient to follow courses and some are now thinking of bringing in First Certificate as the minimum.
