A National Qualifications Framework is currently under development, in collaboration with European Training Foundation (ETF). It includes five vocational education and training (VET) levels. The new Employment Technical Vocational Education and Training (E-TVET) Council is also setting up a new body for assessment and certification, covering Vocational Training Council (VTC), vocational schools and the private sector (formal programmes only).

The Licensing and Accreditation Council for the Vocational Training Sector reports to the E-TVET Council, and regulates the sector, by:

Licensing training providers from the public and private sectors
Guaranteeing fair competition among training providers
Matching vocational training programmes with market needs according to E-TVET Council strategies and directives
Setting quality and performance indicators and overseeing their implementation
Providing accreditation for vocational training.
