Ministry of Education vocational programmes are developed with involvement from the private sector, universities and Ministry staff. National sector teams develop the curriculum for trainees, while the Ministry sets the curriculum, develops vocational education and implements new policy.

Vocational Training Corporation (VTC) programmes are designed by VTC staff, the private sector and employers. VTC aims to create excellent relationships with the private sector.
