Hong Kong: National Vocational Education Training Strategy

In 2008, the Vocational Training College (VTC) drew up its second eight-year strategic plan running from 2009-10 to 2016-17. Its theme is 'Value Innovation and Capability Building,' based around lifelong development partnership with young people, adult learners and industries. Part of the strategy’s objective is to help the VTC to become the leading vocational education training provider in the region.

Strategic initiatives

The plan’s ten strategic initiatives are:

Curriculum development and enrichment
Flexible delivery
Articulation pathways
In-service training
Holistic programme planning and management
Infrastructure support (discipline matrix management structure)
Industry networking and centres of excellence
Career development advisory and support services
Strategies on offering sites and accommodation
Human resources strategies.

The Hong Kong government also offers subsidies to encourage adult learners, such as the Continuing Education Fund, and has promoted training programmes, such as the Workplace English campaign, to boost language skills. Workplace English has recently stopped taking applications for funding.
