Hong Kong: Key bodies

The main government bodies involved in skills are:

The Hong Kong Education Bureau

The Bureau is responsible for formulating, developing and reviewing education policies, programmes and legislation from pre-primary to tertiary level, and overseeing the implementation of educational programmes.

It also monitors the services provided by the University Grants Committee, the Student Financial Assistance Agency, the Hong Kong Examinations and Assessment Authority, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and the Vocational Training Council.

The Hong Kong Labour Department
The Labour Department is responsible for employees’ rights and benefits, enforcing labour laws, fostering harmonious employer/employee relations and promoting occupational safety and health. It provides a range of employment services to meet the changing needs of the labour market.

Other Key Organisations in Skills

Many organisations participate in skills development in Hong Kong. These include the Hong Kong General Chamber of Commerce, Employees Retraining Board, Hong Kong Productivity Council, Hong Kong Management Association and various non-governmental organisations, such as St James Settlement and Caritas. In Macao, the Macao Productivity and Technology Transfer Centre (CPTTM) and Macao Institute for Tourism Studies are involved.
