China: Key bodies

Employer organisations involved in Skills training include the following:

Ministry of Education

Vocational Education and Adult Education Department: manages vocational education and manpower planning, comprehensive coordination and macro-management; commitment to set standards for secondary vocational schools, teaching reform, teaching materials, and teacher training; and commitment to adult education through macro-guidance.

Higher Education Division: manages higher vocational education; higher education; specialist training; education management, policy and regulation; teacher training; and international exchange and cooperation.

Ministry of Human Resources and Social Security

The Chinese Ministry of Human Resource and Social Security (MHRSS) is responsible for industry certification and vocational training in China. It is responsible for over 1,000 technical schools across China.  

Training and Employment Department: manages planning and monitoring of vocational skills training and basic policies; formulating management controls for overseas institutions in China engaged in recruitment, consulting, and training practices; developing job classifications, and National Occupational Skills Standards; establishment of vocational qualifications certificate system and professional accreditation standards; vocational skills training, recognition and skills awards; development of non-governmental training institutions; planning and management regulations for technical schools; vocational teacher guidance and policy research and evaluation system; on-the-job skills training; and workers’ re-employment training.

International Cooperation Department: manages international exchanges and cooperation for employees.

National People’s Congress

Formulates and amends laws and regulations, including the Employment Motivation Law, Labour Contract Law, Vocational Education Law and Education Law.
