The organisations responsible for assessment and certification for vocational education training are:

The Ministry of Human Resources and Social Security
The Ministry of Education
Provincial Human Resources and Social Security departments / bureaus
Local vocational guidance centres
Occupational Skill Testing Authority.

Recognition of VET Qualifications

The Ministry of Human Resources and Social Security is responsible for nationally recognised VET qualifications. China’s National Vocational Qualification Certificate is divided into five levels:

Junior (national vocational qualifications 5)
Intermediate (national vocational qualifications 4)
Senior (national vocational qualifications 3)
Technicians (national vocational qualifications 2)
Senior technician (national vocational qualification level 1).

The vocational qualification certificate is issued by the Ministry of Human Resources and Social Security or the State Council and relevant departments, according to the regulations.

Professional Qualifications

There are now 90 types of career which require professional qualifications, including accounting, banking, securities, insurance, physicians, pharmacists, tour guides, public relations, secretaries, and marketing, among others. The Ministry of Human Resources and Social Security has launched over 100 professional qualifications to date.

These qualifications are recognised by employers, especially local companies and state-owned enterprises. Multinational corporations prefer international qualifications and certificates.

Academic credentials are available for students who receive vocational education.
