COUNCIL OF EUROPE - Pestalozzi Programme
In-service training programme for education staff

The Council of Europe in-service training programme enables teachers, headteachers, teacher trainers, school inspectors and other educational staff from the 49 member states of the Council for Cultural Cooperation (part of the Council of Europe) to take part in in-service training workshops

The workshops take place over three to five days and bring together teachers from across Europe, including countries in the former Soviet Union which are not eligible for EU programmes. They cover a wide variety of themes from Human Rights in Belgium to Drama and Civic Education in Bulgaria.

The workshops enable educational staff to:

Widen their professional experience
Exchange information and ideas with other European colleagues
Create networks and develop links with schools/colleges

Attending a workshop

If you work in education you can choose to apply to any of the available workshops, which are held by a selection of the member states. The workshop fee and accommodation costs for the duration of the workshop are met by the host country. Travel costs are reimbursed by the Council of Europe after the workshop has ended.

Within two weeks of the workshop you are required to submit a personal report of at least 1,500 words along with your expenses claim. Upon returning to work you are also encouraged to pass on what you learnt by informing colleagues and students, writing press articles etc.

If you are in England, Northern Ireland or Wales, scan in your completed Application Form and send it to pestalozzi@britishcouncil.org

If you are in Scotland, scan in your completed Application Form and send it to Nick Morgan at Education Scotland: nick.morgan@educationscotland.gov.uk

Background to the Programme

The Pestalozzi Programme builds on the long tradition of teacher training bursaries at the Council of Europe and has been developed to respond to the challenges of the Third Summit of Heads of State and Government of 2005. At this summit leaders called for a concerted effort by the Council of Europe to ensure that its values of respect of human rights, democracy and rule of law are placed at the centre of our education systems. They emphasised the key role of teacher education in this process.

The Programme is conceived as a means of recognising the importance of education and teacher education in particular in supporting, trainers, teachers and other educational actors in their role as professionals in the increasingly heterogeneous and multicultural societies in which we live. Through the opportunities it provides to bring teachers together to work collaboratively on projects of shared thematic and pedagogic interest it contributes to a strengthening of personal and professional relationships across the continent as well as to an increased awareness of the key role of education in promoting respect of human rights, democracy and rule of law.
