Dr Fox is Executive Director of Higher Education for the Government of Dubai in the Knowledge and Human Development Authority in the UAE. Prior to this he was a fellow at the Center for Studies in Higher Education at the University of California at Berkeley, followed by the position of Executive Director of the Office of Higher Education for the Ministry of Higher Education and Scientific Research of the United Arab Emirates. He is Professor Emeritus of Political Science and former Vice Chancellor of Academic Affairs for the University of Nevada; and former Executive Director of the California Postsecondary Education Commission, a position he held for many years. Professor Fox holds degrees from the University of California at Berkeley and the University of Southern California.
