Tuula Kuosmanen is Director of Department for Admissions at the Agency for Higher Education Services (VHS), Sweden, a position she has held since January 2010. Her previous position at the Agency was as Director of Department for Evaluation of Foreign Qualifications. The VHS is a contracting agency under the Swedish Government in the educational sector. Its main task is to provide services and support to universities and other institutes of higher education: Admissions, Evaluation of Foreign Upper Secondary Qualifications, System Management and Procurement. Tuula Kuosmanen has been involved with the implementation of the Bologna System in Sweden during her time at the Swedish National Agency for Higher Education. She was in charge for setting up the system for Diploma Supplement and was also involved with the implementation of the Lisbon Convention for recognition of foreign qualifications. She has also had a temporary position at the Ministry of Education and Culture.
