Director of International Projects, UK Leadership Foundation for Higher Education, London

David Lock is Director of International Projects at the UK Leadership Foundation for Higher Education in London where he is responsible for the development and delivery of LFHE’s international projects. He is involved with projects in 15 different countries some at Governmental level and a wide range of UK Universities and HE groups. He is Directing the LFHE’s input to the Iraq project.

Until October 2007 David was the founding Registrar and Acting Chief Executive of the British University in Dubai, a post he held for 4 years where he structured and build the University following its legal creation by the Ruler of Dubai as a not-for-profit provider of Higher Education to UK standards. BUiD opened in September 2004 and now has approaching 400 students. Before moving on David led a strategic review of the University which has helped to attract funds and set its course for the next 5 years.

David was appointed to the International Advisory Panel for the Middle East Association’s Learning and Leadership Symposium Programme 2006-9.

He is a Fellow of the Institute of Chartered Secretaries and Administrators and an advisor to the Institute, a Freeman of the City of London and Liveryman of the Worshipful Company of Chartered Secretaries and Administrators and a member of the Regulatory Board of the Association of Chartered Certified Accountants. He is a graduate of the UK HE Top Management Programme.

David has spoken on UK Higher Education in several countries and been called on to advise on the establishment of new universities in other Middle East countries.

David Lock is participating in the Iraq: meeting the challenges through education reform and partnerships session and the Leading tertiary education into a global future session.
