Which country is the most internationalised in terms of education? How do we even begin to answer such a question?

Government departments, policy makers and HE institutions are keen to understand and compare the international-readiness of education systems, and the degree of international activity and collaboration between different countries.

Previous research has attempted to either track trends in cross-border education activities or compare national approaches of different countries; but comparable data remains largely absent and consequently such research has proved challenging.

For 2010 the British Council in partnership with the Economist Intelligence Unit have carried out a unique research study, which quantifies countries' efforts in internationalising their higher education.

Three set of indices have been developed, which capture the following aspects of education internationalisation:

  • national policies;
  • international student mobility;
  • and international research collaboration.

Andrew Williamson and John McNamara from EIU will present the main research findings and introduce the measures used when constructing the indices.
