I am writing to you under the Freedom of Information Act 2000 to request the following information from you : 

•The software used by the Media/Communications team to manage press enquiries, send press releases and maintain a press contacts database. Please specify the value and length of any contracts associated with the tools you use.

•The software used by the Media/Communications team to monitor the media. Please specify the value and length of any contracts associated with the tools you use.   

•The software used by the Media/Communications team to manage and store interactions with stakeholders (e.g. the media, regulators, government agencies, the community, the public). Please specify the value and length of any contracts associated with the tools you use. 

•The software used by the Public Affairs or any other relevant team to monitor the political environment and Parliament and log interactions with politicians, civil servants, lobbying bodies, trade unions, etc. Please specify the value and length of any contracts associated with the tools you use.

Thank you for your request for information dated 27 December 2017 concerning software used to manage press enquires, manage stakeholders, monitor the media and monitor the political environment. Your request has been handled under the terms of the Freedom of Information Act (FOIA) 2000 and has been passed to me for reply.

For your ease of reference, I have restated your request below in bold and have provided our response beneath each point.

•  The software used by the Media/Communications team to manage press enquiries, send press releases and maintain a press contacts database. Please specify the value and length of any contracts associated with the tools you use.

In the UK, this is managed through Gorkana. The cost for a twelve month subscription to Gorkana’s media database in 2017/18 was approximately £7k. The British Council has subscribed to Gorkana since 2010

•  The software used by the Media/Communications team to monitor the media. Please specify the value and length of any contracts associated with the tools you use.  

In the UK, this is managed through Kantar. The cost for a twelve month subscription to Kantar Media’s media monitoring services in 2017/18 was approximately £19,900, which is largely calculated on a per-article basis and reflects the high volume of coverage. The current contract with Kantar Media was signed in 2015.

•  The software used by the Media/Communications team to manage and store interactions with stakeholders (e.g. the media, regulators, government agencies, the community, the public). Please specify the value and length of any contracts associated with the tools you use.

The UK Media team use Gorkana (see contract details above). The UK Policy and External Affairs team use Salesforce to manage and store interactions with stakeholders, which is also used by other departments within the British Council for other purposes. The Salesforce contract is an 18 month contract due to expire 31st March 2018. The total apportioned cost for use by our Policy and External Affairs team to manage and store interactions with stakeholders is £2,883.

•  The software used by the Public Affairs or any other relevant team to monitor the political environment and Parliament and log interactions with politicians, civil servants, lobbying bodies, trade unions, etc. Please specify the value and length of any contracts associated with the tools you use.

The UK Policy and External Relations team use Dods Political Monitoring to monitor the political environment and Parliament. The contract with Dods Political Monitoring is an annual subscription. We pay £6,979 (ex VAT) a year which covers UK Premier Monitoring, Dods People, and Civil Service People. We are currently going through a procurement process for a monitoring service as our contract with Dods has come to an end. The UK Policy and External Relations team use Salesforce to log interactions with politicians and civil servants (see contract details above).
