Dear Sir/Madam, 

I wish to request details of the £3million funding for a grassroots football programme in China, announced in September 2015, and other countries. 

Please could you specify what the money has been spent on, such as training, projects, websites and social media, and provide any audits/reports related to the initiative so far. 

How much funding has been provided in each of the countries involved?

This should include any amounts spent on flying and hosting representatives of the FA and British football clubs to China.

Thank you for your request for information dated 11 September 2017 concerning the £3million funding for a grassroots football programme in China. Your request has been handled under the terms of the Freedom of Information Act (FOIA) 2000 and has been passed to me for reply.

For your ease of reference, I have restated your request in full below and have provided our response beneath.

I wish to request details of the £3million funding for a grassroots football programme in China, announced in September 2015, and other countries. 

Please could you specify what the money has been spent on, such as training, projects, websites and social media, and provide any audits/reports related to the initiative so far. 

How much funding has been provided in each of the countries involved?

This should include any amounts spent on flying and hosting representatives of the FA and British football clubs to China.

The £3 million, announced in 2015, was eventually not provided, the initiative is instead funded in China through a grant from the Premier League and also from surplus generated through British Council commercial activities, with Chinese partners co-funding on an equal footing.

The cost of flights and hosting of UK coaches are covered by Chinese partners whilst the British Council covers the cost of staff, materials, kit, events and UK branding.

•Flight incurred in 2016/2017: £49,000

•UK Assistant coaches from Premier League clubs: £32,000 (fully covered by Premier League) 

•FA coaches: £12,000 (fully covered by the Chinese government) 

•British Council Football Development Manager: £5,000

•Hosting UK football coaches – costs are covered by Chinese Partner.

A copy of the 1st progress report from China Football Development programme is attached. 

Premier Skills 4, which is co-funded by the Premier League and the British Council, is the latest phase of the global football programme, running from 2016-2019 and is being delivered in the following countries: 

•Core countries: India, China (including Hong Kong), Egypt, South Africa, Nigeria, and Indonesia. 

•Legacy countries: Afghanistan, Botswana, Senegal, Singapore (separately funded by the Premier League), Sudan, Tunisia, Uganda, Zambia, Malaysia and Myanmar.
