The Request

I am making a freedom of information request in writing for information on staffing levels and staff turnover at the British Council Tokyo. This is the same freedom of information request that I made verbally during collective bargaining on May 28th 2014 but with figures now up until the end of April 2014.

I request figures for staff turnover broken down into full- time teachers, hourly paid teachers, full-time Japanese staff and temporary Japanese staff. This should include:

• the staff turnover rate for each year from April 2011 to March 2015 and yearly average staff levels (staff numbers at the start of the year plus numbers at the end of the year, divided by two) and the yearly number of leavers.

• Yearly staff turnover rate from April 2011 to April 2014 (the average number of staff divided by the number of leavers , multiplied by one hundred to give the percentage).

A stability index for each year to measure staff retention rates. For each group (full-time teachers, hourly paid teachers, full-time Japanese staff and temporary Japanese staff), the number of workers with one or more years of service as a percentage of the total number of staff of each segment.

Thank you for your request for information dated 9 March 2015 concerning staffing levels and staff turnover at the British Council Tokyo. Your request has been handled under the terms of the Freedom of Information Act (FOIA) 2000 and has been passed to me for reply.

I can confirm, under section 1 (1) (a) of the FOIA, that the British Council does hold some, but not all, of the information you have requested.

For your ease of reference, I have restated your questions below in bold and have provided our response beneath each question.

I request figures for staff turnover broken down into full- time teachers, hourly paid teachers, full-time Japanese staff and temporary Japanese staff. This should include:

• the staff turnover rate for each year from April 2011 to March 2015 and yearly average staff levels (staff numbers at the start of the year plus numbers at the end of the year, divided by two) and the yearly number of leavers.

• Yearly staff turnover rate from April 2011 to April 2014 (the average number of staff divided by the number of leavers , multiplied by one hundred to give the percentage).

We do not hold information on staff turnover for the four categories you have stated but we do hold information on staff turnover for the following categories:

a) Country-appointed staff, b) Full-time teachers and c) All teaching staff (excluding hourly-paid teachers)

Please find attached a document containing the information your require covering those categories.

We do not hold information on stability indexes as standard practise, but in this case the data has been created manually in response to this FOI request. The stability index data is available for the same three categories stated above.
