I have just been informed that with the ERASMUS+ funding process, there are two grant agreements. One on a national level i.e. between you and the University and a seperate one between the University of Manchester and the beneficiary i.e. the student.

I would like to request the date the grant agreement,  the grant agreement between the University of Manchester and the National Agency,  was sent to the University of Manchester.

I would also like to ask the date to which you received the signed grant agreement from the University of Manchester which was between the University of Manchester and the National Agency.

I would also like to ask the date that the background checks for the University of Manchester started and ended. Also, the reason behind this.

Thank you for your request for information dated 20 January 2015 concerning Erasmus+ grant agreement dates. Your request has been handled under the terms of the Freedom of Information Act (FOIA) 2000 and has been passed to me for reply.

I can confirm, under section 1 (1) (a) of the FOIA, that the British Council does hold the information you have requested.

For your ease of reference, I have restated your questions below in bold and have provided our response beneath each question.

I would like to request the date the grant agreement, the grant agreement between the University of Manchester and the National Agency, was sent to the University of Manchester.

4 September 2014.

I would also like to ask the date to which you received the signed grant agreement from the University of Manchester which was between the University of Manchester and the National Agency.

30 September 2014, following queries and clarifications regarding the agreement. 

A separate financial annex was received on 21 October.  The resubmission of this document was a requirement of the new Erasmus+ programme.

Payment was issued by the British Council to University of Manchester on 18 November 2014.

I would also like to ask the date that the background checks for the University of Manchester started and ended.  Also, the reason behind this.

The background checks, which are completed for more than 160 institutions, are to establish whether the organisations applying are eligible for funding under the rules of the programme and that the organisation fulfils all the necessary criteria of the programme. These checks take place throughout the application process therefore in 2014 it was between March (the deadline for applications) and November (when the grant payment was made).
