New Horizons Issue 103

In this edition of New Horizons you’ll find a wide range of articles on topics such as working with Israelis and Palestinians to resolve environmental issues, helping train Nepali teachers and on ELT in Africa in the 1980s. There is also a note on the BCA AGM at which Paul Smith, former Country Director Afghanistan spoke movingly about the attack on the Council compound in Kabul in August 2011. Finally, there is an article on the development of DTE, which argues that this has led to a fundamental shift away from the Council’s work in public diplomacy, towards a largely commercial kind of business conducting public diplomacy from the margins.
