The Newton-Paulet strategy aims at providing capacity-enhancement in science and innovation policies in Peru to deliver significant science and innovation outputs by 2021.

This programme aims to provide technical assistance for the design of a Scientific Consulting Unit of advisors, which will provide intelligence and scientific advice to institutions responsible for public policy and technological transfer-absorption to the private sector.

This Request for Proposals (RFP) invites proposals to support CONCYTEC (Consejo Nacional de Ciencia, Tecnología e Innovación Tecnológica) and other key stakeholders in the STI (science, technology and innovation) ecosystem to propose a fit-for-purpose model for a Scientific Advisory Unit in Peru in order to enhance the ability of government policymakers to make better informed decisions.
